四种现实主义 相互比较之下,守势新古典现实主义的解释似乎是最合适的:美国广 土众民又为远海与其他强权阻隔,是举世安全最充足的强权,再加上 核子吓阻,体系并不驱使美国扩张.美国之所以还是不时有些扩张之 举,诸如海外军事行动与军力部署,其实是来自那些能因为冲突而获 利的团体,也就是「军工复合体」有意或无意所塑造与鼓吹,这正是 所谓的「攻势崇拜」 . 关键词: 攻势新现实主义、守势新现实主义、攻势新古典现实主义、守势新古 典现实主义、美国对外行为

1914 and 2014: Defensive Neo-classical Realism and US Foreign Behavior Yang, Shih-Yueh Associate Professor Department of International Affairs and Business Nanhua University Abstract Four contemporary realism can be used to explain the current behavior of the US: new offensive/defensive neo-realism and offensive/defensive neo-classical realism. Among them, the defensive neoclassical realism seems to provide the most appropriate explanation. With its huge territories, ocean barriers, and nuclear deterrence, the US is the most secure great power on the Earth, and there is thus no systemic pressure for the US to expand. Nonetheless, the US conducts some expansions from time to time, such as military operations and deployment overseas. These activities are promoted and advocated, whether intentionally or unintentionally, by the so-called military- industrial complex, those who can profit from expansions. This is exactly the Cult of Offensive described by defensive neoclassical realism. 守势新现实主义则认为,强权在无政府状态下只需保持既有的 权力即可.新古典现实主义则在体系层次之外加入单元层次的分析. 其中,攻势的新古典现实主义认为,强权在无政府状态下虽得寻求权 力的最大化,但却会因为内政上的掣肘而无法有效行动,错失扩张良 机;

守势的新古典现实主义则认为,强权在无政府状态下只需保持既 有的权力即可,但却会因为内政上的不良而发动了无谓的扩张,适得 其反甚至自取灭亡. 对此,本文主张,这四种不同的现实主义,其实并非是对一个相 同状况的四种不同竞争解释,而是分别描绘了四种不同的状况.攻势 的新现实主义,适用於顺应体系的驱使而扩张的强权;
