s Republic of China /64 中华人民共和国农业部公报 通知决定 关于引导和促进农民合作社 规范发展的意见 农经发 〔2014〕 7号 各省、 自治区、 直辖市、 计划单列市、 新疆生产建设兵团农业(农牧、 农村经济)厅(委、 办、 局) , 发展改 革委, 财政厅 (局) , 水利厅 (局) , 国家税务局、 地方税务局, 工商行政管理局, 市场监督管理部门, 林业厅 (局),各银监局, 供销合作社: 近年来, 农民合作社快速发展, 在建设现代农业、 促进农民增收、 建设社会主义新农村中发挥了重 要作用. 但在发展中, 一些地方重数量、 轻质量, 一些合作社有名无实、 流于形式, 制约了农民合作社功 能作用的充分发挥. 因此, 当前和今后一个时期, 应把加强农民合作社规范化建设摆在更加突出的位 置, 采取切实有效措施, 提高农民合作社发展质量. 为贯彻落实 《中共中央 国务院关于全面深化农村 改革加快推进农业现代化的若干意见》 (中发〔2014〕 1号)精神, 现就引导和促进农民合作社规范发展 提出以下意见.

一、 引导和促进农民合作社规范发展意义重大 1. 引导和促进农民合作社规范发展是加快构建新型农业经营体系、 推进农业现代化的重要举措. 要 构建以农户家庭经营为基础、 合作与联合为纽带、 社会化服务为支撑的立体式复合型现代农业经营体系, 就必须筑牢农民合作与联合的组织载体. 引导农民合作社加强制度化建设, 强基固本, 提高发展质量, 为 农户提供低成本便利化服务, 紧密联结农业生产经营各环节各主体, 为建设现代农业提供坚实的组织支 撑. 2. 引导和促进农民合作社规范发展是维护成员合法权益、 增强农民合作社发展内生动力的客观要 求. 农民合作社作为农民群众自愿联合的互助性经济组织, 其生命力关键取决于能否让农民持续受益. 只有引导农民合作社健全规章制度, 严格依法办社依章办事, 才能维护好成员权益, 切实增强农民合作 社的吸引力、 凝聚力和向心力, 实现农民合作社持续健康发展. 3. 引导和促进农民合作社规范发展是承接国家涉农项目、创新财政支农方式的重要基础.将农民 合作社作为国家涉农项目的重要承担主体,既是国际的成功经验,也是我国创新财政支农方式、提高 财政支农效率的改革方向.引导农民合作社建立完善的运行机制,真正........
