andestimatedemissionrateinlbHAP/lbsolids.WedidnotincludeafacilityonthissheetiftheydidnotreportanydataonthesolidscontentoftheircoatingsandthelbHAP/lbsolidsemissionratecouldnotbecalculated.ThisfourthsheetisintendedtoshowwhichfacilitiesappeartobeareasourceseitherbytheirreportedTitleVstatusorbytheirtotalHAPconsumption.TitleVstatusmayhaveonlybeenbasedoncriteriapollutantemissionsandmaynothavebeendeterminedforHAPemissionsatthetimethesurveyswerecompleted.TotalHAPconsumptionisnotnecessarilyequaltoHAPemissions,becausesomesourceshaveadd-oncontrolsandHAPreductionsfromadd-oncontrolswerenotincludedinthisanalysis.Pleasealsonotethatforabout60facilitieswecalculatedthattheyusednoHAP.Insomecasestheywere,infact,usingnon-HAPmaterials.However,inmanyothersthefacilitywasusingsolventblendsthatmayhavecontainedsomeHAP,butthecontributionofHAPfromsolventblendswasnotcalculatedinthisanalysis.Theemissionratesincludedinthefinalsummarysheetmaydifferfromthosethatwereusedtosupportthedevelopmentofthetwomajorsourcerules(40CFR63,subpartsMMMMandPPPP)forseveralreasons:1.SomechangesweremadetothedatainresponsetostakeholdercommentsinthedevelopmentofsubpartsMMMMandPPPP,butthesechangesweremadeinspreadsheetsthatwerederivedfromthedatabasesandnotintheoriginaldatabasesthatweremergedhere.2.Thesedatadonotsegregatecoatingsintothecoatingtypesforwhichseparatecoatingcategorieswereestablishedandforwhichemissionrateswerecalculatedbycoatingscenario.3.Thesedatadonotaccountfortheeffectofadd-oncontrolswhichmayhavecontrolledallorpartofthecoatingoperationsatafacility.4.Afterthedataweremerged,someadditionalqualityassurancechecksweremadetoassurethateachingredientwastreatedconsistentlyaseitheraHAPornon-HAPandthedatawereupdatedtoreflectthatsomeingredientshavebeenremovedfromthelistofHAP.Forexample,wetriedtoassurethatisocyanatemonomersweretreatedasHAP,buttheisocyanatepolymerswerenot.Wechangedthestatusofethyleneglycolmonobutylether(CAS111-76-2)tonon-HAPsinceitwasde-listedinNovember,2004.Finally,wemadesurethatallingredientswithinaCAS,includinginorganiccompounds,weretreatedconsistentlyasHAPornon-HAP.WehaveincludedacolumninFormBthatindicatesthoseingredientsforwhichtheHAPstatuswascorrected.
