4 农业农村部关于深入推进生态环境保护? 工作的意见 农科教发 〔2018〕 4号 各省、 自治区、 直辖市及计划单列市农业 (农牧、 农村经济) 、 畜牧、 兽医、 渔业厅 (局、 委、 办) , 新疆生产建 设兵团农业局: 为深入学习贯彻习近平总书记在全国生态环境保护大会重要讲话和会议精神, 落实 《中共中央、 国务 院关于全面加强生态环境保护 坚决打好污染防治攻坚战的意见》 , 进一步做好农业农村生态环境保护工 作, 打好农业面源污染防治攻坚战, 全面推进农业绿色发展, 推动农业农村生态文明建设迈上新台阶, 提 出如下意见.

一、 切实增强做好农业农村生态环境保护工作的责任感使命感 各级农业农村部门要深入学习贯彻习近平生态文明思想, 切实把思想和行动统一到中央决策部署上 来, 深入推进农业农村生态环境保护工作, 提升农业农村生态文明. 要深刻把握人与自然和谐共生的自 然生态观, 正确处理 三农 发展与生态环境保护的关系, 自觉把尊重自然、 顺应自然、 保护自然的要求贯 穿到 三农 发展全过程. 要深刻把握绿水青山就是金山银山的发展理念, 坚定不移走生态优先、 绿色发 展新道路, 推动农业高质量发展和农村生态文明建设. 要深刻把握良好生态环境是最普惠民生福祉的宗 旨精神, 着力解决农业面源污染、 农村人居环境脏乱差等农业农村突出环境问题, 提供更多优质生态产 品以满足人民对优美生态环境的需要. 要深刻把握山水林田湖草是生命共同体的系统思想, 多措并举、 综合施策, 提高农业农村生态环境保护工作的科学性有效性. 要深刻把握用最严格制度最严密法治保护 生态环境的方法路径, 实施最严格的水资源管理制度和耕地保护制度, 给子孙后代留下良田沃土、 碧水 蓝天.

二、 加快构建农业农村生态环境保护制度体系 贯彻落实中办国办印发的《关于创新体制机制推进农业绿色发展的意见》 , 构建农业绿色发展制度 体系. 落实农业功能区制度, 建立农业生产力布局、 耕地轮作休耕、 节约高效的农业用水等制度, 建立农 业产业准入负面清单制度, 因地制宜制定禁止和限制发展产业目录. 推动建立工业和城镇污染向农业转移防控机制, 构建农业农村污染防治制度体系, 加强农村人居环 境整治和农业环境突出问题治理, 推进农业投入品减量化、 生产清洁化、 废弃物资源化、 产业模式生态 化, 加快补齐农业农村生态环境保护突出短板. 健全以绿........
