但维稳是压力型体制下政府这个单一主体的必然选择结果,在维稳 思维、依据机理及结果导向方面都存在着学理性的缺陷,从而进入一种越维越不 稳的 维稳怪圈 .以行政缺位、行政越位及行政错位等为具体表现形式的基层 政府角色失范是维稳模式失效的主要原因. 而基层政府角色失范的原因则由行政 生态环境不佳、 监督体系缺失、 市场逻辑失灵和公务员主体素质欠缺等因素构成. 要探寻社会冲突的科学治理模式,其指导思想是:既保留 维稳模式 对冲 突爆发应急处置的必要做法, 又寻求 协稳模式 在治理主体多元化方面的优势, 更吸纳 创稳模式 对冲突孕育期提前介入的正确思路, 最终向治理主体多元化、 冲突衍生及爆发期全时段综合治理的最具科学性的 恒稳模式 进发,建构社会 良性发展秩序,真正实现 善治 目标.要实现这个目标,首先要树立社会冲突 治理的科学理念;

同时要创造条件实现冲突治理主体的多元化,即在社会多元主 体协同下实现政府角色突围及公务员综合素质提升. 实现社会冲突科学治理模式 的进路是:多元治理主体共同协作,在微观视角下优化社会冲突应急处置机制、 IV 在中观视角下完善和健全各类社会治理制度以减低社会痛苦指数、 在宏观视角下 要最终实现社会冲突治理的生态环境之优化以降低社会压力场域, 逐步实现以人 为本的、法治的、韧性的、内生的长期社会动态稳定. 关键词:社会冲突 衍生机理 治理模式 维稳 V Abstract Along with the reform and opening performing into the deep water area, the accumulation of China'

s social contradictions and social problems is accelerating, which are leading the social conflicts into the outbreak of the blowout. Social conflict is response of antagonism between the social subjects because of feeling a certain extent of misery under social stress due to the contradictions during demanding for scarce resources. An important representation of social conflict is the struggle conflict, namely social protest, mass incident is a typical representative of which. Scientific governance of social conflict is a matter of reform, development and stability, which is of great significance in the aspect of theory and practice. With the aid of the tool of social physics theory and method, the derived mechanism of social conflict can be constructed for a unified theory model, namely the dynamics theorem of social conflict which is composed of the momentum theorem of social conflict and the kinetic energy theorem of social conflict. The whole process of social conflict including breeding, generation, development and outbreak all follow the unified simple model. Take the social conflicts management subject as vertical axis while management mode as horizontal one in two dimensions respectively, and a simple theoretical analytical framework can be built for the social conflicts management. From above four kinds of theoretical modes for social conflicts governance can be drawn, which respectively are maintaining stability mode , collaborative stability mode , creative stability mode and constant stability mode . It is the result of theoretical innovation that the dynamics theorem of social conflict is constructed and the theoretical analytical framework of social conflict management is created in this paper. Case analysis shows that maintaining stability mode is a pragmatic political mechanism of stability that can temporarily resolve social contradictions and conflicts, achieving a surface layer of social stability, namely the rigid and stable state VI of society. But as a result maintaining stability is the inevitable choice by the government as a single subject under the pressure type system, which exists theoretical limitations consisting in thinking pattern, based mechanism and oriented result, therefore forming the weird circle of maintaining stability with less and less instability.
