Young Surveyors Group Reports Building Surveying Division Sr Daniel Chang BSD Council Chairman I am delighted to have the full support of the Council members, co-opt members and others in managing the Council matters, as well as in organising promotional, educational and knowledge sharing events in the past
12 months.
Here below is a summary of my report. 1. Membership As compared with 2016, there was an increase of
50 Corporate Members (+4%), a decrease of
14 Probationers (-6%) and no change to the size of Associate Members. The net membership gain in 2017, excluding Student Members, was
36 (+1.9%). We noticed that the number of surveying students selecting building surveying as their main stream practice had increased. BSD Membership Statistics (as at

2017 was held on
11 November 2017. A total of
149 candidates (147 probationers and two technical grade members) attended the assessment, and around
140 APC assessors were present. In the Final Assessment,
36 assessment panels were formed to assess
86 candidates. (b) Continuing Professional Development (CPD) A total of
34 CPD events were organised, covering a diverse scope of professional knowledge/practices such as heritage, BIM, construction &
material technology, development control, factory visit, Building Surveyor Awards
2017 winning project and some hot issues (e.g. the collapse of City University'
s sports hall roof top and the community housing movement). The total CPD registration by the end of October
2017 was 4,000. (c) Research A research titled Professional Guide to Building Inspections C Post-1980 Residential and Composite Buildings in Hong Kong was confirmed. Consultant were appointed to conduct the research and the target delivery date will be in Q3 2018. (d) Registered Fire Engineer (RFE) Scheme Since November 2015, BSD has met with representatives from Fire Services Department and Security Bureau together with the ex- Legislative Councillor, Sr Tony Tse, to discuss on the proposed RFE Scheme. At the end, Security Bureau agreed that a building surveyor who possesses specific qualifications and experience is qualified to register as a RFE under the Ordinance. The relevant Bill was passed by LegCo on
1 March 2017. In this regard, Fire Expert Panel will follow up with Security Bureau on the drafting of the regulations in particular for the formation of the registration committee and on the details of RFE qualifications. 3. Education (a) Outreach to Students Talks promoting the building surveying profession
42 were conducted throughout the year for secondary and university students. Moreover, a large-scale career talk for selected secondary school students was held in October 2017. (b) Building Surveying Scholarship The
2016 Building Surveying Scholarship award presentation ceremony was held on
2 March.
10 Form Five/Six students were awarded Stage
1 scholarships. In the same event, two students received Stage
2 award upon their enrollment in surveying degree courses in local universities. For the
2017 Scholarships, screening and assessment exercises were arranged in late November and December
