20125095058 专业: 工程管理指导老师: 孙二 职称: 副教授摘要:面临光山县人口密度大、垃圾制造量大、垃圾污染严重、电力和其他资源紧张的现状,光山县政府决定建设一座垃圾焚烧发电厂,有效地解决本县的垃圾污染问题并将垃圾回收再利用,进行焚烧发电为周边地区提供电力,缓解光山县资源紧张的局面.但由于垃圾焚烧发电厂在建设的全生命周期中存在着投资不足、选址争议、经济补偿和质量、安全与环境等问题,将会引发了一系列邻避冲突问题.为了有效地回避和减轻邻避效应,采用实地考察和问卷调查的方法,找出影响邻避效应的主要邻避因子,并分析不同的邻避因子对垃圾焚烧发电厂的邻避程度.本文从业主方的角度对垃圾焚烧发电厂邻避程度较大的投资、选址、经济补偿、质量和安全与环境等方面进行分析,提出相应的回避和减轻策略,保证后期项目的实施完成并能够起着一定的经济效益,为后续的类似项目建设提供指导. 关键词:光山县;

邻避效应 Abstract: In the face of Guangshan County population density,large manufacturing garbage, garbage pollution,electricity and other resource-poor situation,Guangshan County Government decided to build a waste incineration power plant,effectively solve the problem of pollution and garbage collection garbage in the county recycling, incineration power generation to provide electricity for the surrounding area, to ease the tension of resources Guangshan County.However,due to the existence of the waste incineration power plant construction in the whole life cycle of insufficient investment, siting disputes,financial compensation and quality, safety and environmental issues,it will trigger a series of NIMBY conflict.In order to effectively avoid and mitigate the NIMBY Syndrome,based on field visits and survey methods to identify the main impact of the NIMBY factor,and analyzing different NIMBY factor for the waste incineration plants to avoid the neighborhood level.From the perspective of the owner of the analysis of aspects of the waste incineration plants the degree to avoid the larger investment, site selection, economic compensation,quality and safety and environment, the corresponding avoidance and mitigation strategies to ensure the implementation of the late completion of the project and It can play a certain economic benefits, providing guidance for future similar projects.
