503 上海出入境检验检疫局、上海市质量技术监督局: Shanghai Entry-Exit Inspection and Quarantine Bureau, Shanghai Quality and Technical Supervision Bureau: 为贯彻落实党中央、国务院全面提高开放型经济水平、促进区域经济发展的总体部署,质检总局就支持中国 (上海)自由贸易试验区(以下简称 试验区 )建设提出如下意见: The following opinions are provided by the General Administration of Quality Supervision, Inspection and Quar- antine (hereinafter referred to as AQSIQ ) on supporting establishment of the China (Shanghai) Pilot Free Trade Zone (hereinafter referred to as Pilot FTZ ) for the purposes of thoroughly implementing the framework plan of the Central Committee of the Communist Party of China and the State Council to comprehensively improve the openness of the economy and promote regional economic development.

一、 积极开展质检制度创新 1. Promote innovations of quality and inspection system 认真贯彻落实国务院关于试验区建设的总体部署,根据国家改革开放的新形势、政府转变职能的新要求,按照 进境检疫,适当放宽进出口检验;

方便进出,严密防范质量安全风险 的原则,深入研究,大胆创新,探索建立旨 在进一步提升质量、保障安全、促进发展的新的检验检疫制度体系.积极创新质监工作体制,借鉴国际惯例和通行 做法,建立与国际接轨的质量安全保障体系、技术基础支撑体系和高效便捷的质量技术监督服务体系.在试验区内 形成可复制、可推广的改革经验,使质检工作在国家经济社会建设中发挥更大的作用. The framework plan of the State Council on the establishment of the Pilot FTZ shall be fully implemented, and a new inspection and quarantine system shall be explored and established to further improve quality, guarantee security and promote development with thorough research and bold innovations, based on the new situation of opening up and new requirement for functional transformation of the government, as well as in line with the prin- ciple of import quarantine and relaxed import/export inspection;

Innovations shall be encouraged to be made in quality supervision system, and a quality safe- ty guarantee system, a technology-based supporting system as well as an efficient quality and technical supervi- sion service system shall be established based on international standard and practices. Experiences shall be obtained in the Pilot FTZ and can be replicated and applied elsewhere so as to give full play to quality supervi- sion work for the construction of national economy and society.
