四、 支持深化试验区质量监督行政审批制度改革 4. Support the deepening of administrative examination and quality supervision approval system reform 将试验区内特种设备生产单位许可、进口非法定计量单位计量器具审批等行政审批事项下放给上海市质量技术 监督部门实施.支持探索改革工业产品生产许可制度,取消一批审批事项,缩减审批目录范围,转变审批方式,逐 步实行告知承诺审批.支持上海市质量技术监督局会同相关部门对试验区内检测机构资质审批事项进行整合,提高 审批速度和效率,加强对实验室的事中和事后监管.支持统一实施检验检测机构后续监管,建立检测机构采信制度 和信息共享平台. Some of the administrative examination and approval issues, such as license for enterprises engaging in special equipment manufacturing as well as the importation of non-statutory measurement unit and measurement in- struments will be delegated to Shanghai quality and technical supervision authority. Reform of manufacturing license system for industrial products shall be encouraged, under which a batch of administrative examination and approval formalities will be cancelled, the scope of examination and approval catalogue will be reduced, and the examination and approval approaches will be shifted gradually to examination and approval on the basis of notification and commitment. Shanghai Quality and Technical Supervision Bureau shall be encouraged to work with other relevant authorities to integrate the examination and approval of the credentials of the inspection insti- tution in the Pilot FTZ, improve examination and approval efficiency, and enhance mid-event and subsequent supervision for laboratories. Subsequent supervision on the inspection and verification institutions shall be im- plemented in a unified manner, and a credit system for such institutions and an information sharing platform shall be established.

五、 促进试验区提升贸易便利化水平 5. Promote trade convenience in the Pilot FTZ 加强与地方政府和口岸相关部门的协作配合,积极推动信息共享、联合执法和协同把关,为试验区货物和人员 的进出提供更为便捷的服务.配合建立符合试验区内国际分拨、融资租赁、第三方维修、转口贸易等新业态发展需 求的监管制度,推动 区港一体化 建设.鼓励探索进出口地理标志保护监管的便利化服务措施及信息采集,探索试 行将有关行政许可及审批权限下放至直属局和放宽审批条件,试点简化进口备案和装运前预检验程序.积极推进与 海关的 三个一 合作试点,提高口岸工作效率. Cooperation with local government and port-related authorities shall be reinforced to promote information sharing, joint law enforcement and coordinated control, in order to provide more convenient services for the entry or exit of goods and people. The construction of the Integration of Region and Port shall be promoted by supporting the establishment of a supervision system in line with the new development demand for international distribution, financing lease, the third-party maintenance and repair as well as transit trade. Simplified measures for protection and supervision of import and export goods in respect of geographic indications and information collection shall be explored. Trial implementation of granting relevant administrative permit as well as examination and approval authorities to bureaus under direct control and relaxing the criteria for examination and approval shall be encour- aged and the pilot simplification of import registration and pre-shipping inspection procedures shall be imple- mented. The pilot program of Three-one cooperation with the Customs shall be advanced to improve the port efficiency. 支持试验区制定、发布一批与国际标准及国际通行规则相适应的区域性地方标准.支持区内企业参与国际标准 化活动,积极采用国际标准;
