Innovations shall be made in the inspection and quarantine supervision model by proactively drawing experienc- es from international advanced free trade zones. Based on the principle of easily import and export with strict quality and safety risk control , the frontier (i.e. goods flow between overseas and the Pilot FTZ) shall provide maximum convenience and mainly focuses on the inspection and quarantine for border entry and exit as well as the inspection of key sensitive goods;

the second-tier (i.e. goods flow between the Pilot FTZ and other domestic areas) shall fulfill the responsibility for the inspection and quarantine supervision on import and export goods based on simplified inspection and quarantine measures. The categorized Customs'

supervision system on the basis of risk and credit management shall be applied in the Pilot FTZ. Risk evaluation, pre-alarming and emer- gency system shall be established and improved, and the main focus of inspection and quarantine shall be shift- ed to security, sanitation, health, environment protection and anti-fraud. Studies shall be carried out on innovative measures for the pre-event filing and registration of import and export products, verification management as well as subsequent supervision, explore and implement the tracing system of origin of place to improve quality securi- ty guarantee of the products. Credit system and administration system for the third-party inspection and verifica- tion institutions shall be established;

the facilities for centralized examination and supervision administration shall be improved in the Pilot FTZ to advance the overall efficiency.

三、 支持试验区创新建立质量技术监督和执法体制 3. Support the Pilot FTZ to establish an innovative system for quality and technical supervision as well as law enforcement 支持采用远程监控、全程监管、信息化等手段,创新特种设备监管模式,设立特种设备应急处置机构,加强对 试验区内锅炉、电梯、压力容器、压力管道、场(厂)内专用机动车辆等特种设备的安全监管.支持试验区内建立 以企业质量自我声明、流通环节抽样检验、风险监测、质量申投诉处理、质量安全突发事件应对为主要内容的产品 质量监管模式. Remote monitoring, whole-process monitoring, and information techniques shall be adopted in the Pilot FTZ to facilitate innovations in supervision model and an institution will be established to handle emergencies in respect of special equipment;

and the security supervision on special equipment in the Pilot FTZ such as boilers, eleva- tors, pressure containers, pressure pipelines, special motor vehicles for special use within the field (site) will be strengthened. The establishment of a quality supervision model shall be supported in the Pilot FTZ which mainly deals with self-declaration of quality by enterprises, sample inspection for circulation stage, risk monitoring, treatment of quality-related complaints, and emergent event regarding quality and safety.
