4 农业部? 国家发展改革委? 财政部关于 加快发展农业生产性服务业的指导意见 农经发 〔2017 〕6号 各省、 自治区、 直辖市及计划单列市农业 (农牧、 农村经济) 、 农机、 畜牧、 兽医、 农垦、 农产品加工、 渔业 (水利) 厅 (局、 委、 办) 、 发展改革委、 财政厅 (局),新疆生产建设兵团农业局、 发展改革委、 财务局: 我国相当长时期内, 在各类新型农业经营主体加快发展的同时, 以普通农户为主的家庭经营仍是农 业的基本经营方式. 加快培育各类农业服务组织, 大力开展面向广大农户的农业生产性服务, 是推进现 代农业建设的历史任务. 为贯彻中央1号文件和 《国务院关于加快发展生产性服务业促进产业结构调整升 级的指导意见》 (国发〔2017 〕26号)精神, 加快发展农业生产性服务业, 现提出如下意见.

一、 重要意义 农业生产性服务是指贯穿农业生产作业链条, 直接完成或协助完成农业产前、 产中、 产后各环节作 业的社会化服务. 加快发展农业生产性服务业, 对于培育农业农村经济新业态, 构建现代农业产业体系、 生产体系、 经营体系具有重要意义.

(一)发展农业生产性服务业是将普通农户引入现代农业发展轨道的重要途径. 以承包农户为主的 家庭经营适合我国国情农情, 具有持久生命力. 随着现代农业加快发展和农业劳动力减少、 老龄化问题 日渐突出, 普通农户在生产过程中面临许多新问题, 一家一户办不了 、 办不好、 办起来不合算的事越来越 多. 发展农业生产性服务业, 解决普通农户在适应市场、 采用新机具新技术等方面的困难, 有助于将一 家一户小生产融入到农业现代化大生产之中, 构建以家庭经营为基础的现代农业生产经营体系.

(二) 发展农业生产性服务业是推进多种形式适度规模经营的迫切需要. 通过土地流转扩大土地经 营规模, 是提高农业劳动生产率, 实现农业规模经营的一条重要途径. 让农户根据自身状况和需求, 选 择服务组织提供的专业化服务, 既满足农户参与生产、 从事家庭经营的愿望, 又通过统一服务连接千家 万户, 连片种植、 规模饲养, 形成服务型规模经营, 也是实现农业规模经营的一条重要途径. 发展农业生 产性服务业, 有助于丰富农业规模经营形式, 让广大家庭经营农户充分参与和分享规模经营收益.

(三) 发展农业生产性服务业是促进农业增效和农民增收的有效手段. 农业增效、 农民增收是建设 现代农业的重要任务. 发展农业生产性服务业, 通过服务组织集中采购农业生产资料, 积极推广标准化 生产, 充分发挥农业机械装备的作业能力和分工分业专业化服务的效率, 有效降低农业物化成本和生产 作业成本, 提高单位面积产量和农产品品质, 有助于实现农业节本增产增效, 促进农民增加收入.

(四)发展农业生产性服务业是建设现代农业的重要组成部分. 将现代生产要素引入农业是建设 现代农业的本质要求. 发展农业生产性服务业, 通过服务组织以市场化方式将现代生产要素有效导入........
