82 Educational Policy Forum 教育政策 论坛 Although the six federals have already charged for the tuition, there are still many differences between them. This study is thus twofold: it aims to introduce the status quo of the tuition policies in the six federals on the one side, and to explore the controversies and discussions involved on the other side. We believe that this study will shed light on the fundamental consideration with regard to the re-distribution of higher education resources hidden behind the tuition policy.
