3 ( II ) English Questions Sample Question 1: Large Dwelling Vessels as Alternative Housing Supply Background Information In view of the acute land and housing shortage in Hong Kong, a local think tank (hereafter referred to as "the project proponent") has proposed the Government to consider introducing a new type of public housing that is provided on board vessels. Under the proposal, the Government will commission a number of large vessels which can accommodate up to 2,000 residents each;
once these vessels are completed, the Government will make available the housing units on board these vessels to applicants who have applied for public rental housing. The project proponent claims that the proposal will provide an alternative source of housing supply and will help alleviate the problem of housing shortage. Question Do you think the Government should take forward the proposal and make use of vessels to meet the housing needs in the society? Please support your answer with justifications from both the perspective of the overall development of Hong Kong and the perspective of marine matters.
4 Sample Question 2: Development of the River Trade Terminal Background Information The Task Force on Land Supply was established by the Government in September 2017, with an objective to achieve the broadest consensus and draw up a broad framework of recommendations on the overall land supply strategy and a prioritization of different land supply options for submission to the Government, based on the opinions collected in the public engagement exercise. One of the land supply options being discussed is the development of the River Trade Terminal ("RTT") site in Tuen Mun West. RTT occupies an area of
65 ha and is a privately-run terminal with
49 berths along 3,000 metres of quay front. It primarily handles and consolidates containers and cargoes shipped from the Pearl River Delta region prior to dispatch to the Kwai Tsing Container Terminals and other port facilities in Hong Kong for onward shipment and vice versa. In recent years, due to the rapid development of port facilities within the Pearl River Delta region, the RTT's cargo handling volume has been dropping.
