的管理体制, 制定管理办法 的要求, 为明确中央部门和垦区所在省的管理职责, 完善中 央和地方共同支持中央直属垦区加快改革发展的工作机制, 加快推进垦区集团化、 农场企业化改革, 培 育具有国际竞争力的现代农业企业集团, 农业农村部、 中央机构编制委员会办公室、 国家发展和改革委员 会、 财政部、 人力资源和社会保障部、 自然资源部、 黑龙江省政府、 广东省政府共同制定了 《中央直属垦区 部省双重领导、 以省为主 管理暂行办法》 . 经国务院领导同志同意, 现予印发, 自印发之日起施行. 农业农村部? 中央机构编制委员会办公室 ? 国家发展和改革委员会? 财政部? 人力资源和社会保障部? 自然资源部 黑龙江省人民政府? 广东省人民政府 2018年4月3日 中央直属垦区 部省双重领导、以省为主 管理暂行办法 第一条? 根据《中共中央国务院关于进一步 推进农垦改革发展的意见》有关要求, 为完善中 央直属垦区 部省双重领导、 以省为主 的管理体 制, 突出以省为主的职责, 突出垦区集团化、 农场 企业化的改革主线, 努力把中央直属垦区建设成 为具有国际竞争力的现代农业企业集团, 制定本 办法. 第二条? 本办法所称中央直属垦区是指黑龙 江垦区和广东垦区, 以下简称 垦区 . 第三条? 本办法所称中央直属垦区 部省双 重领导、 以省为主 管理体制是指对垦区的管理 由垦区所在省负第一责任, 国家有关部门负责加 大政策支持、 加强服务力度的制度安排. 垦区所 在省负责垦区党的建设、 领导班子建设、 干部队伍 建设和改革发展稳定各项工作, 国家有关部门按 照职责安排垦区中央财政预算投入、 中央预算内 投资(即中央基建投资)等, 垦区主要领导干部任 免、 管理机构设置及人员编制、 重大体制改革、 资 产处置等事项, 按照职责分工, 征求国家有关部门 意见. 第四条? 垦区所在省全面负责组织推进垦 区改革方案的制定和实施. 垦区省级管理体制变 动, 重大发展战略调整和重大资产重组, 事先征 求农业农村部、 国家发展改革委、 财政部意见;
