s Republic of China (the 6th batch of standards of administrative review and approval service of MOA) /64 中华人民共和国农业部公报 通知决定 农业部关于在全国农业系统第二批教育实践 活动中进一步深化专项整治 改进政风行风的通知 农办发 〔2014〕9号 各省、 自治区、 直辖市及计划单列市农业 (农牧、 农村经济) 、 农机、 畜牧、 兽医、 农垦、 乡镇企业、 渔业厅 (局、 委、 办) , 新疆生产建设兵团农业局, 部机关各司局、 直属各单位: 为进一步改进农业系统政风行风, 根据中央党的群众路线教育实践活动领导小组部署, 现就在第二 批教育实践活动中深化 四风 突出问题专项整治有关工作通知如下.

一、 切实增强改进政风行风的责任感使命感 近年来, 全国农业系统坚持抓机关带系统、 抓政风促行风, 持续强化干部队伍作风建设, 不断提高履 行部门职责的能力和水平, 特别是教育实践活动开展以来, 进一步转变政府职能、 服务人民群众, 着力解 决侵害农民利益的突出问题, 政风行风建设取得积极成效, 有力地保障了农业生产和农村经济又好又快 发展. 同时也要看到, 一些地方挤占挪用农业补贴和项目发展资金甚至以权谋私、 权力寻租的问题仍然存 在, 下放行政审批事项的后续工作尚未落地, 假劣农资坑农害农事件时有发生, 农民负担出现向村级组 织、 新型农业经营主体转移的苗头, 少数单位个别干部不作为、 慢作为、 乱作为甚至违规违纪, 群众对此 反映强烈. 这些现象和问题严重影响党和政府及农业部门的形象, 严重影响农业农村经济发展和社会稳 定, 必须严肃对待、 认真解决. 农业部门推动农村改革发展任务最繁重, 联系农民群众最密切, 服务农民群众最直接, 改作风、 树 新风的任务更为现实和迫切. 全国农业系统各单位党组织和广大党员干部要以高度的政治清醒和思想自 觉, 深刻认识管行业必须管行风、 抓作风就是抓改革抓发展, 把推进教育实践活动与做好农业农村经济 工作统一起来, 把解决自身 四风 问题、 维护农民群众切身利益、 促进农村改革发展稳定统一起来, 深 入开展政风行风专项整治, 共同营造部门改作风、 行业树新风的良好氛围, 以作风建设的新成效激发 三农 事业发展的新动力, 更好地造福广大农民群众.

二、 严肃整治发生在群众身边的不正之风问题 农业系统开展政风行风专项整治, 要牢牢把握中央提出的要求、 确定的目标, 坚持以解决问题为落 脚点, 以工作成效为衡量标准, 体现行业特点, 发挥系统优势, 回应群众关切, 聚焦突出问题, 克服特权思 中华人民共和国农业部公报 通知决定 想、 衙门作风, 严肃查处侵害群众利益行为, 促进全系统各单位办事更加公开透明, 服务更加便民高效, 执法更加公正规范, 监管更加严格到位, 进一步疏通联系服务农民群众的 最后一公里 , 进一步提高全 系统的社会公信力和群众满意度, 进一步推动党的强农惠农富农政策落实, 进一步提升行业发展质量和 系统工作水平. 严肃整治落实强农惠农富农政策缩水走样问题. 深入开展草原生态保护补助奖励、 菜篮子 产品 生产扶持、 基层农技推广体系改革与建设等转移支付项目 五到省、 一挂钩 管理模式改革试点, 及时发 布政策、 项目实施指导意见, 健全完善政策信息公开、 受益对象公示和信息反馈机制. 深入推进财政项目 绩效管理, 强化农机购置补贴、 基层农技推广体系改革与建设项目延伸绩效管理工作, 积极探索开展专 项审计(牵头单位: 财务司;

参与单位: 科教司、 种植业司、 农机化司、 畜牧业司) . 完善农机购置补贴政策 实施办法, 强化补贴政策宣传、 信息公开和业务培训, 加强廉政风险防........
