1 美国户外游憩发展简况 美国户外游憩的发展有

100 多年的历史. 户外游憩不仅反映了美国人的生活方式, 也是社 会经济的重要部分, 同时也体现人与自然关系的 变迁.在19世纪末和 20世纪初, 对自然的浪漫 主义色彩和保护主义的浪潮在北美达到顶峰. 可是那个时候

90 %的民众居住在农村, 户外游憩 资源在家门口就比比皆是, 打猎、 钓鱼以及其他 活动都是家常便饭.另外, 当时的经济水平也迫 使大家忙于生计, 并没有太多的休闲时间, 所以 即使在早期国家公园成立时也没有把游憩当作 主要目的.户外游憩场所也主要由当地的市政 府提供.只是在 20世纪初成立的国家公园系统 才第 1次把户外游憩作为联邦土地经营的主要目 标.随着国有林系统的建立和美国林务局的成 立, 国有林地很快成为最重要的户外游憩目的地. 经济大萧条和二战之后是美国户外游憩的 拓展阶段.在二战及朝鲜战争期间, 对户外游憩 设施建设无暇顾及.战后快速增长的需求远远 超过其能力.考虑到这一矛盾, 国会通过立法对 户外游憩开展专门研究, 并于

1958 年成立了户 外游憩资源调查委员会 (ORRRC ). 1960年国会 通过了 国有林多种利用与永续经营法 , 将游憩 提到与木材生产同等重要的高度.随后多种利 用的概念拓展到美国土地管理局管辖的土地 (在*收稿日期: 2006- 12-
