D projects which will facilitate the economic development in the Greater Pearl River Delta (PRD) region.
2. Under the funding scheme, the two governments are now inviting applications for applied R&
D projects which fall within the following six technology areas respectively - (a) information and communications technology (b) precision manufacturing technologies and products (c) new materials and nanotechnology (d) biomedicine and health (e) new energy and resources conservation (f) modern agriculture 3. Applications made by institutions established in Hong Kong as the principal applicant will be processed by the Innovation and Technology Commission (ITC) of the HKSAR Government, while applications made by institutions established in the Guangdong Province as the principal applicant will be processed by the Department of Science and Technology of Guangdong Province (GDST), and they can cover any one of the above six technology areas. 4. Details of the objectives and targets of the R&
D project proposals to be invited under the different technology areas are prepared by the ITC or the GDST as appropriate. 5. Given the different needs of Guangdong and Hong Kong, the GDST and ITC are soliciting proposals with different foci. The ITC is soliciting proposals which will focus more on technology development and could be adopted by industries for product enhancement and upgrading their technology level. For an application made by a Hong Kong institution as the applicant organization, it will be processed in accordance with procedures and requirements set out in the Guide to the Guangdong-Hong Kong Technology Cooperation Funding Scheme prepared by the ITC. There are three schemes under the funding scheme for participation by Hong Kong institutions - -
2 - (a) Platform Research Scheme C covers projects whose applicants are not private companies. (b) Collaborating Research Scheme C covers proprietary projects whose applicants are private companies with local public-funded research institutes (including universities, Hong Kong Productivity Council, Hong Kong Applied Science and Technology Research Institute, the R&
D Centres1 etc.) as partners. (c) Company Research Scheme C covers proprietary projects whose applicants are private companies without local public-funded research institutes as partners. Details of them are set out in the relevant Guide. Proposals submitted to ITC should comply with the relevant requirements as set out in the Guide. 6. The GDST is inviting applications which focus more on product development, sometimes with detailed specifications, and may lead to niche products which could be ready for sale in the market. Under each of the six technology areas listed in paragraph
2 above, there are a number of specific topics under which applications are invited. Details are set out in paragraphs

13 below.
1 With funding support from the HKSAR Government, five R&
D Centres have been set up in April
2006 to undertake industry-oriented research in technologies demanded increasingly in the PRD. The five Centres focus on the following technology areas: automotive parts and accessory systems;
information and communications technologies;
logistics and supply chain management enabling technologies;
nanotechnology and advanced materials;
and textiles and clothing. -
3 - Information and Communications Technology 8. Proposals involving research and development of the following topics may be submitted under this technology area - (a) wireless communication enabling technologies (b) core technologies and products for digital home (c) embedded software (d) enabling technologies for RFID-based logistics/customs service platform (e) core components for new flat panel displays Details of the objectives and targets of each topic are set out in Annex A. The objectives and targets of topics (b) - (e) are specified by GDST and are for reference (available in Simplified Chinese only). Proposals submitted to the ITC may also cover the research and development of related technologies in support of these objectives and targets as appropriate. Precision Manufacturing Technologies and Products 9. Proposals involving research and development of the following topics may be submitted under this technology area - (a) critical equipment for production of electronic components (b) critical technologies for precision machinery manufacturing equipment (c) core technologies for industrialization of networking application equipment (d) numerical and automatic production equipment/facilities (e) precision medical devices (f) new vehicles and automotive parts and accessory systems Details of the objectives and targets of the above topics specified by GDST are set out in Annex B for reference (in Simplified Chinese only).
