1、科学界定不同级护理人员的名称和职责,将护工纳入医疗卫生技术职业.
2、制定护工管理的规定和制度,完善有关法律法规.分别确立护工、病人、医院的法律地 位,并规定各自的权利、义务和法律责任,对护工市场的共有问题作出统一规定.加大劳动监察 力度,制止不规范用工行为,切实保护病人与护工利益不受侵犯.
3、建立护工培训体系,将护工纳入护理教育.协调好各部门,对护工进行政府补贴培训.
4、根据护工的绩效评价,逐步解决护工的工伤、医疗、养老保险等保障,在主观和客观条 件具备时,政府出台政策分期、分批解决护工的户口等问题,稳定护工队伍.
5、为多创 就业项目 政府购买护工服务,鼓励本地待业人员和外来务工人员加入护工队 伍.实现十一五规划在就业方面的目标,完成农村富裕劳动力的转移,建立以现在的护工促进将 来农村卫生工作的长效机制. 关键词:护工、护理、护工培训、政府 II Abstract With the improvement of people'
s health consciousness, the medical quality is required to improve by the public, and so we need a lot of nurses. The proportion between nurses and sick-beds in a hospital is 0.4 to 1, this is the standard which was made in
1978 and has been used for twenty-eight years, but we can'
t come up to the required standard till now. The emergence of DFarmers shortage‖ and Dnurses shortage‖ in medical field, the aging population problem in the only child of the family and the promotion of the human-based service will open up broad possibilities for the profession of nursing assistants. The current health system of China causes the characteristic phenomena of Chinese hospitals. For example, some patients are accompanied by their families, some patients hire the nurse or nursing assistant by themselves, or get specialized care. These systems not only affect the development of medical health but also have the interests of the patients and the nursing assistants infringed upon. In view of the above-mentioned problems, this article analyses the reason of the acute shortage of personnel quota for nursing assistants and their importance and historical background in the light of hospital management in China、nursing management system and nursing system and policies in developed countries. This article also analyses the root of the trouble, discusses the problem of the nursing assistants'
market and judge the nature of this problem on the basis of the investigation of the nursing assistants in several hospitals in Pudong, Shanghai. Combining quantitative analysis with qualitative analysis, I find the cause of problems not only from its management but also from its idea, system and mechanism. Aiming at these problems, I design several plans and draw a comparison among them according to the rules of advancement、 feasibility、 benefit and maneuverability. Then I put forward corresponding policies and give the suggestion. This article draws the following conclusions after the investigation and analysis: 1. The current health system causes the emergence of nursing assistants, and the needs for them are growing day by day. 2. The nursing assistants'
management system is in a state of disorder, and the hospital needs systematic and standardized administration. 3. The hospitals need those nursing assistants who have certain medical knowledge and medical technology. 4. Poorly educated, great intensity of labor and bad working and housing conditions are the present situation of nursing assistants. 5. Hiring labor system is rough-and-tumble. The hospital commits the nursing assistants to the companies that specially supervise the nursing assistants. These companies charge high overhead cost, and pay regard only for using their labor resources........
