China) Abstract: The support policies for non~profited kindergartens are the key and core issue in the development of non~profited kindergartens. Analyzing the support policies for non~profited kindergartens will contribute to breaking the barrier in the development of non~profited kindergartens. This study coded

15 districts′ support policies for non~ profited kindergartens by using NVivo10 . The results show that contents of support policies emphasize funds rewards? neglect the policies for teachers′ development? the way of support policies present mandatory and hybrid policies tools? the foundation of support policies mainly is external property of kindergarten and the internal cost structure standard is missing? the interactions between government and non~profited kindergartens conform with the view of Lukes Steven′s theory of Three~dimensions Power.
