美国国防情报局国防情报整合的成效与不足 王铎威(信息工程大学洛阳校区摇 洛阳摇 471003) 摘摇 要摇 [目的/ 意义]美国的国防情报整合起步较早,经过了长期的实践检验,其中的经验与教训值得我们学习与 反思,尤其在我国国防和军队改革的重要时期,对我军的相关建设具有重要的借鉴意义. [方法/ 过程]总结归纳出 美国国防情报整合所取得的成效以及其中的有益因素,从主体和实施途径等方面揭示出美国国防情报整合存在的 深层次问题与矛盾. 002 The Effectiveness and Deficiency of Defense Intelligence Integration of the US Defense Intelligence Agency Wang Duowei (Information Engineering University, Luoyang Campus, Luoyang摇471003) Abstract摇[Purpose/ Significance]The integration of defense intelligence in the United States started earlier and has undergone long-term practice testing. The experience and lessons are worthy of study, especially it is an important period of China'

s national defense and mili鄄tary reform presently. The reference significance is obvious. [Method/ Process]It sums up the achievements of the US defense intelligence integration and the beneficial factors therein, and reveals the deep-seated problems and contradictions in the integration from the aspects of subject and implementation. [ Result/ Conclusion] After long -term development, the US defense intelligence integration has achieved phased results, thus effectively improved the chaos of the defense intelligence industry. 1961 年建立了国防情报局 (Defense Intelligence Agency),负责统筹协国防情报 工作,提升国防情报能力与效率. 经过半个世纪的发 展,美国的防情报整合取得了一定的成效,但仍存在不 少问题. 其所取得的成绩常被人们 津津乐道冶,但存 在的问题与不足往往被人们所忽视,而从实践与借鉴 的角度看,两者都值得我们去研究与反思. 1摇 国防情报整合的主要成效 自二战以来,美国国防情报工作日趋复杂,情报需 求不断攀升,其导致的是国防情报组织数量和规模的 大幅扩张,而国防情报组织间协调不力、混乱无序乃至 恶性竞争的问题也随之而来. 从二战爆发开始到国防 情报局建立的这二十多年里,美国政府和军方为解决 上述问题而不断地进行着改革与探索,最终促成了国 防情报局的建立. 然而,诞生之初就缺乏足够权力的 国防情报局并没有在整合国防情报上取得立竿见影的 效果. 换言之,国防情报局的建立并非国防情报整合 的终点,而是真正的起点,之后几十年里围绕国防情报 局而开展的国防情报整合才是美国国防情报整合进程 中的核心部分,也正是在这几十年的发展当中,国防情 报局主导的国防情报整合逐渐改善了原先国防情报混 乱不堪的局面. 第38 卷摇 第7期2019 年7月摇摇摇摇摇摇摇摇摇摇摇摇摇情摇 报摇 杂摇 志JOURNAL OF INTELLIGENCE 摇摇摇摇摇摇摇摇摇摇摇摇摇Vol. 38摇No.
